The Role
Carlisle Support Services is looking for a professional, confident, and experienced Duty Manager to lead our Railway Safety and Security teams, working with a prestigious client.
This is a critical leadership role responsible for the day-to-day operational delivery of the contract, ensuring that all Railway Safety & Security Officers (RSSOs) are effectively deployed, compliant, and performing to the highest standards.
You will act as the senior decision-maker on shift, coordinating frontline teams, liaising with the control room, and ensuring a safe, secure, and high-performing operation across the network at all times.
Your core role will include but not be limited to the following activities:
Operational Delivery
- Take full responsibility for shift delivery, ensuring all deployments meet operational requirements
- Manage real-time operations, responding to incidents, disruption, and client requests
- Coordinate closely with the control room to deploy resources based on risk and demand
- Ensure effective coverage across priority and high-risk locations
- Lead operational decision-making during incidents, including escalation where required
Team Management
- Directly manage frontline RSSO teams on shift
- Deliver clear briefings and debriefings, setting expectations and priorities
- Monitor team performance and behaviour, addressing issues promptly
- Support investigations, disciplinaries, and performance management processes
- Ensure all staff are fit for duty and operating safely
Additional Standards & Expectations Skills
- Strong awareness of safeguarding and supporting vulnerable individuals
- Knowledge of railway safety standards, byelaws, and enforcement environments
- Experience managing anti-social behaviour (ASB) and conflict situations
- Effective communication with stakeholders including control rooms and partners
- Ability to liaise with the British Transport Police and other agencies
- Understanding of counter-terrorism awareness and security procedures
- Competence in radio communications and operational coordination
- Proven leadership in high-pressure, fast-paced environments
Is this you
- Valid SIA Door Supervisor or Security Guarding licence
- Proven experience managing frontline operational teams (security, rail, or similar)
- Strong decision-making ability in high-pressure environments
- Experience managing incidents and operational disruption
- Good understanding of health & safety legislation and compliance requirements
- Excellent leadership, communication, and interpersonal skills
- Reliable, professional, and confident in managing people and situations
- Able to provide 5 years’ checkable work and address history
- Flexible to work shifts including early, late, and weekends
- Full UK driving licence (preferred)
Safety, Compliance & Accountability
- Ensure all operations are delivered in line with health & safety legislation and railway standards (including ROGS, byelaws, and RSAS where applicable)
- Actively manage fatigue and working hours to ensure safe rostering practices
- Ensure all incidents, accidents, and near misses are reported and managed appropriately
- Promote and embed a strong safety-first culture across all teams

- Team performance, conduct, and wellbeing
- Compliance with legal and contractual requirements
- Maintaining high service standards and client satisfaction
Client & Stakeholder Management
- Act as the primary on-shift point of contact for the client
- Build strong working relationships with control rooms, station teams, and stakeholders
- Liaise with the British Transport Police and partner agencies
- Provide clear, timely updates on operational issues and incidents
- Represent Carlisle professionally at all times
Incident Management & Reporting
- Take control of incidents, ensuring safe and effective responses
- Deploy resources appropriately and communicate clearly with stakeholders
- Support enforcement activity in line with RSAS powers and railway byelaws
- Complete accurate reporting, including shift logs, incident reports, and performance updates
